IDPs undergoing long-term treatment will be able to receive a certificate and payments

Internally displaced persons undergoing long-term medical treatment will now be able to receive a certificate and payments.

For a long time, Ukrainian legislation did not provide for the possibility of obtaining an IDP certificate if a person was in hospital for a long period of time, as the place of residence/stay could not be a hospital. 

The NGO “Tenth of April” prepared proposals for amendments to the legislation, sent them to the Office of the President of Ukraine and presented them at an online meeting on ensuring the rights and freedoms of internally displaced persons. 

The Ministry of Social Policy of Ukraine agreed with the proposals and initiated amendments to the CMU Resolution No. 509 of October 1, 2014, which were adopted on April 4, 2025.

If an internally displaced person actually resides/stays/undergoes a course of treatment for at least 15 days, he/she is entitled to receive a certificate and, if the period of residence/stay/treatment expires, such person must be registered at the new actual place of residence/stay within 60 calendar days.
