A two-day training on "Disputes in the field of protection of internally displaced persons" was held in Odesa, developed and organized by NGO "The Tenth of April" in partnership with the National School of Judges of Ukraine.
The event was attended by judges from different regions of the country, representing courts of general and administrative jurisdiction. This is the third such training in the last two years and it continues to develop a professional dialog around an extremely relevant topic.
The course is unique in its specialized focus - it is the first time such a program has been developed specifically for judges and taking into account the specifics of considering cases related to internal displacement and people directly affected by armed aggression. Such initiatives contribute to strengthening the rule of law, developing the rule of law, and fostering a sensitive and professional approach to vulnerable populations.
Judges make decisions every day that affect vulnerable populations, so it is extremely important not only to have knowledge of current case law, but also to have a deep understanding of the situation in which these people find themselves.
Since the beginning of the full-scale invasion, the number of registered internally displaced persons in Ukraine has reached almost 5 million.
These people face legal challenges every day - from the loss of real estate and the need to go through the procedure for compensation, to problems with receiving social benefits, pensions, renewing documents or confirming legal facts.
That is why the topics discussed at the training included
- Analysis of national and international legislation on IDPs;
- consideration of cases related to inheritance;
- family disputes involving IDPs;
- establishing legal facts (death, birth) in the temporarily occupied territories of Ukraine;
- compensation for damages and protection of property rights;
- credit and social disputes.
The trainers at the event were professors from the National School of Judges of Ukraine, as well as active judges and lawyers, including the head of the legal department of NGO "The Tenth of April". They shared their own practical cases, spoke about new changes to legislation and the current practice of the Supreme Court.
The participants noted the high quality of the training and the relevance of the topics discussed during the training. The format of the event facilitated not only the acquisition of knowledge, but also professional networking among judges from all over Ukraine, which allowed them to share their own experiences and approaches to resolving complex cases.
NGO “The Tenth of April” will continue to organize and conduct similar trainings. In particular, in 2025, another training for judges and two trainings for lawyers of the free legal aid system are planned.
The project is implemented with the support of UNHCR.
